I would say the vast majority of players play the Uke for fun, as in self enjoyment, a sing along in the pub or at parties, even doing a little show for the older folks. Some join Uke groups and some even do a bit of busking at the shopping mall.
More serious players probably know another instrument or have dabbled and settled on the Uke. The most serious players learn the instrument fully or who might even write their own songs are I suppose what we call real musicians. They have learned to play the Uke proficiently and can even teach.
There is no harm then for a new player to avoid a certain chord if it is just too dam hard to do at the beginning. I bet nobody listening to a song anywhere will know what key it is being played in other than the wise, and even then why not? If anyone wants to change a key, or play an alternative chord there is no harm in it if it works pretty good.
You can’t play the Bb? No problem, find something else or change key. The most important thing for anyone who picks up a Uke is to have fun with it. If you don’t have fun because a writer of a song book or anyone tells you that you must be able to play the chord Bb and you simply cant do it yet, don’t worry about it. In time you will but there is no need to break sweat over it at the moment.
